Government Considers Allowing Landlords to Reset Rents Between Tenancies

The Irish government is evaluating changes to housing regulations to address a decline in apartment construction and investor withdrawal from the market. Proposals include permitting landlords to “reset” rents between tenancies and increasing the rent cap in Rent Pressure Zones (RPZs), currently limited to a 2% annual rise.

Housing Minister James Browne is preparing a plan aimed at incentivizing development, especially on brownfield sites. The plan may also introduce grants for site clearance, potential design changes to apartment standards (excluding reductions in safety), and tax incentives for developers.

These measures aim to stimulate the housing market amid global economic uncertainties and infrastructure pressures.
