Government Considers Allowing Rent Resets Between Tenancies

The Irish government is evaluating changes to housing regulations due to a decline in apartment construction and investor withdrawal.

Proposals include permitting landlords to “reset” rents between tenancies and increasing the rent cap in Rent Pressure Zones (RPZs), currently limited to a 2% annual rise.

Housing Minister James Browne is preparing a plan aimed at incentivizing development, especially on brownfield sites. The plan may also introduce grants for site clearance, potential design changes to apartment standards (excluding reductions in safety), and tax incentives for developers.

These measures aim to address the housing shortage and encourage investment in the rental market.
